Eligibility

  • Income limits: Must not exceed federal HOME income limits for Kane County. Income-eligible first-time homebuyers.
  • First-time buyer required: Yes — Has not owned a home in the past 3 years.
  • Geographic restrictions: Kane-Elgin Consortium Area: includes all of the City of Elgin (including the Cook County portion), all of Kane County except Aurora and the Villages of Hampshire, Huntley, Hoffman Estates, and Montgomery, plus the Village of Maple Park and the City of St. Charles. Applicant must live or work in the Consortium Area for at least 1 year prior to application.
  • Homebuyer education required: Yes

How to Apply for Kane-Elgin HOME Consortium First-Time Homebuyer Program

Step 1: Apply through the Kane County Office of Community Reinvestment. Complete a free HUD-approved homebuyer counseling course. Contribute at least 1% of the purchase price from personal funds. Obtain pre-approval through a participating lender.

Notes

Funded through the federal HOME Investment Partnerships Program. The City of Aurora is explicitly excluded (Aurora runs its own HOAP program). Elgin residents and workers are fully eligible.
