Eligibility

  • Income limits: Low to moderate income. Specific income limits vary by county and household size.
  • First-time buyer required: Yes — Must be a first-time homebuyer (not owned a home in the past 3 years) or a first-generation homebuyer (parents/guardians never owned a home or lost home to foreclosure/short sale).
  • Geographic restrictions: Must purchase in one of 16 hurricane-impacted counties: Bladen, Brunswick, Carteret, Columbus, Craven, Cumberland, Duplin, Edgecombe, Jones, New Hanover, Onslow, Pamlico, Pender, Robeson, Scotland, and Wayne.
  • Homebuyer education required: Yes

Step 1: The program paused acceptance of interest forms and applications effective September 26, 2024. For questions, email HAP.support@ncdps.gov.

Notes

Funded through HUD CDBG-DR funds for hurricane recovery. Program paused intake on Sept. 26, 2024 and has not reopened as of March 2026. Applicants must contribute at least $500 of their own funds and complete pre-purchase homebuyer education through a HUD-certified counselor. Previously served first-time and first-generation homebuyers in 16 hurricane-impacted NC counties.
