Homebuyer Programs in Duluth, MN (2026)

Population: 87,093 | Median home price: $280,000 | Est. closing costs: ,500 - ,500

Skyline of Duluth, MN

Duluth is northern Minnesota's largest city, home to roughly 87,000 residents on the western tip of Lake Superior. The median home price sits around 0,000 — substantially lower than the Twin Cities metro but rising fast (up 15% year-over-year). The city of Duluth itself does not run a buyer-facing down payment grant, but the local CDFI One Roof Community Housing fills that gap with three distinct programs: a Community Land Trust with 375+ permanently affordable homes, a Purchase Assistance Loan (PAL) that lets buyers put as little as 2% down, and the Essentia Homeownership Program offering ,000 forgivable assistance for buyers in Central Hillside. Western Lake Superior Habitat for Humanity is the local Habitat affiliate. Important: the Arrowhead Economic Opportunity Agency's homeownership assistance program covers the surrounding Cook, Lake, and St. Louis counties but explicitly excludes the City of Duluth — so plan around One Roof and Habitat for local help. Stack these with Minnesota Housing's Start Up first mortgage plus the Deferred Payment Loan (up to ,500), Monthly Payment Loan (up to ,000), or First-Generation Homebuyer Loan (up to ,000) for substantial combined assistance.

How to Apply

Step 1:

Check your eligibility. Most Duluth programs require household income at or below 80% Area Median Income, adjusted for household size. One Roof programs additionally allow eligibility based on the home's location in a CDFI Investment Area within 30 miles of Duluth.

Step 2:

Complete homebuyer education. One Roof Community Housing offers HUD-certified Home Stretch classes and one-on-one counseling locally. The class must be completed before closing on most assistance programs. Contact One Roof at 218-727-5372 to register.

Step 3:

Decide on the right path. If you can wait for inventory, the One Roof CLT model offers permanently affordable homes at a substantially reduced price. If you're buying market-rate and need help with the down payment itself, look at the Purchase Assistance Loan or the Essentia program if you're purchasing in Central Hillside. If you can offer sweat equity, apply with Western Lake Superior Habitat.

Step 4:

Get pre-approved with a participating lender. Use a Minnesota Housing-approved lender to layer Start Up, Step Up, the Deferred Payment Loan, or the Monthly Payment Loan.

Step 5:

Apply for the One Roof layer. One Roof can stack with Minnesota Housing programs and CDBG-funded city rehab loans. The Essentia program requires the home be in Central Hillside.

Step 6:

Find a home within program limits. Property must be owner-occupied, four units or fewer, and inside the Duluth city limits for One Roof CLT and PAL programs (or in a CDFI Investment Area within 30 miles). Western Lake Superior Habitat covers Duluth, Cloquet, Two Harbors, and surrounding South St. Louis County communities.

Step 7:

Submit and close. Your lender layers the first mortgage, state DPA, and any local nonprofit assistance at closing. Plan on 30-45 days from purchase agreement to close.
