Skyline of Tulsa, OK

Tulsa is Oklahoma's second-largest city, with a 2026 median sale price near $245,000 according to Redfin. First-time buyers in Tulsa can stack several layers of assistance: the City of Tulsa Homeownership Program (administered by Housing Partners of Tulsa) offers up to $5,000 in down payment and closing cost help, and the Tulsa County First Home Program (TCHFA) layers on a 3.5% forgivable DPA paired with a below-market 30-year fixed mortgage. Buyers in District 1 of North Tulsa may also qualify for up to $5,000 from the Be Well CDC North Tulsa Forward Program. Statewide options like OHFA's 3.5% DPA, the OHFA Dream grant, and REI Gift100 (3.5%-5% gift) can layer on top, while educators and first responders qualify for OHFA 4Teachers and OHFA SHIELD. Combined with FHA, VA, and USDA loans, eligible Tulsa buyers can often cover most of their down payment and closing costs.

How to Apply

Step 1:

Check your eligibility. The City of Tulsa program requires household income at or below 80% of HUD area median income (AMI) for Tulsa County and a first-time homebuyer (no primary residence in the past 3 years). The Tulsa County First Home Program requires a 620 minimum credit score; OHFA programs require 640.

Step 2:

Complete homebuyer education. The City of Tulsa runs an 8-hour Homeownership Program course (Orientation, Homebuyer Education, and Credit and Budget Counseling). HUD-approved counseling is also available through Neighborhood Housing Services Oklahoma at (405) 231-4663.

Step 3:

Contact Housing Partners of Tulsa for the City of Tulsa DPA program intake.

Step 4:

Get pre-approved with a TCHFA-approved lender for the Tulsa County First Home Program. The list of 12+ approved lenders is at myfirsttulsacountyhome.com/buyers.

Step 5:

Find a home that fits the program rules. The City of Tulsa program requires the property to be inside Tulsa city limits. The Tulsa County First Home Program covers the entire county.

Step 6:

Submit your full application package. Plan on 30 to 60 days from offer to close. The City of Tulsa requires a 1% borrower contribution.

Step 7:

Close on your home and meet the occupancy requirement. The Tulsa County First Home DPA fully forgives after 5 years of owner-occupancy.
