How to Apply
Check your eligibility. The City of Pembroke Pines program requires household income at or below 140% of AMI for the Broward County area (as of April 2025, median family income is $96,200). You must be a first-time homebuyer, meaning you have not owned a home in the past 3 years.
Complete homebuyer education. Attendance at a Pembroke Pines-approved pre-purchase homeownership counseling course within the past 12 months is required. The Housing Foundation of America at 2400 N University Drive, Suite 200, Pembroke Pines offers HUD-approved workshops. Contact them at 954-923-5001. The Urban League of Broward County also offers free counseling at 954-584-0777.
Contact Community Redevelopment Associates of Florida (CRAFLA) at 954-431-7866 or toll-free at 1-877-CRAFLA1 to start your application for the City of Pembroke Pines program. Their office is at 8569 Pines Boulevard, Pembroke Pines, FL 33024.
Apply for the Broward County Homebuyer Purchase Assistance Program through the county's Housing Finance and Community Development Division. You will need to contribute 1% of the down payment from personal funds and pay a $750 transaction fee.
Get pre-approved for a mortgage through a Florida Housing-approved lender. Ask about the Broward County Mortgage Credit Certificate Program for up to $2,000 per year in federal tax credits. Contact the Housing Finance Authority of Broward County at 954-357-4900.
Find a home within program price limits. The city program allows homes up to $679,324 (SHIP funds) or $418,000 (HOME funds). The Broward County program caps at $636,806. The property must be within Pembroke Pines city limits for the city program.
Submit your applications with the executed purchase contract, pre-approval letter, and income and asset documentation. Funding is available on a first-come, first-qualified basis, so apply promptly once you are under contract.
